Between 2015 and 2019, the Netherlands Ministry of Foreign Affairs organised international “Planetary Security Conferences” (PSI 1.0), aiming to better connect climate and related environmental stress, on the one hand, and security and instability on the other, with a focus on policy practice. The second phase (PSI 2.0, 2019-2023, implemented by Institute Clingendael) focused on developing policy practice in unstable areas (e.g. Iraq), a think-tank function, and an international information hub. The evaluation aimed at: (1) a backward-looking assessment of the output and relevance for Dutch policy actions; and (2) a forward-looking assessment concerning the period beyond 2023.
The evaluation concluded that PSI continued to be very relevant for Dutch and international policy makers, with a significant thank-tank role. Based on that conclusion, the Ministry of Defense took over (part of) the funding, since the Netherlands Ministry of Foreign Affairs’ account holder – the Department for Inclusive Green Growth – had concluded that PSI did not fit its portfolio anymore.
