The second phase (PSI 2.0, 2019-2023, implemented by Institute Clingendael) focused on developing policy practice in unstable areas (e.g. Iraq), a think-tank function, and an international information hub. The evaluation aimed at: (1) a backward-looking assessment of the output and relevance for Dutch policy actions; and (2) a forward-looking assessment concerning the period beyond 2023.<\/p>\n\n<p>The evaluation concluded that PSI continued to be very relevant for Dutch and international policy makers, with a significant thank-tank role.
